2019 China Urban Competitiveness Report

The Center for City and Competitiveness of the Chinese Academy of Social Sciences (“the Center”) announced the 2019 China Urban Competitiveness Report on 24 June 2019 in Beijing. Led by Prof. Ni Pengfei of the Center, the theme of the 2019 report is “Housing: The impacts on economy and society”. This year’s report elaborates the effect of housing development on fostering the economic growth and structural changes, preventing economic risks, and benefiting people’s livelihood in China. The report also estimates the general direction of housing development and provides relevant recommendations. On 25 June 2019, the Foundation hosted a discussion luncheon where Prof. Ni was invited to give a presentation on the report and explained the overall competitiveness of Hong Kong. Supported by Hong Kong Institute of Asia-Pacific Studies of the Chinese University of Hong Kong, Prof. Shen Jianfa also attended the luncheon and commented on the findings about Hong Kong. Hong Kong is ranked second in the Comprehensive Economic Competitiveness Index. Although the ranking of overall incremental competitiveness sub-index continues to drop, the city’s hardware and software support the good performance in the overall efficiency competitiveness sub-index. Hong Kong leads in Sustainable Competitiveness Index. Hong Kong is strong in the cultural, ecological and info-city sub-indices and tops the Livability Competitiveness Index. The high quality education environment and ecological environment, and active economic environment are major contributing factors. Hong Kong also tops the Business-friendly Competitiveness Index. Favourable local factors, soft environment and international connections, such as low tax base, high economic freedom and transparent legal system are making Hong Kong’s business-friendly environment, but Hong Kong’s hard environment is an offset. The report makes suggestions on the future development of Hong Kong in two aspects. First, Hong Kong must continue to establish the core function of “innovation + technology”. This is a way to strengthen the industries with traditional advantages, and can foster the development of AI, biomedical, advanced manufacturing and cultural & creative industries. Second, Hong Kong needs to strive to be the dragonhead of the Guangdong-Hong Kong-Macao Greater Bay Area. By deepening economic integration with Mainland, particularly the GBA, Hong Kong can be a principal participant, promotor and beneficiary in the GBA development. The Foundation’s Trustees Dr. Sumet Jiaravanon’s representative Ms. Li Xuhua and Dr. Adrian Cheng’s representative Dr. Wendy Hong; Council Members Dr. Roy Chung, Mr. Joseph Yu, Ms. Diana Chou, Mr. Sebastian Man, Mr. Chan Yim-kwong and Ms. Clara Chan; Executive Director Ms. Karen Tang; and invited guests Mr. Adolph Leung, Mr. Kwok Kwok-chuen, Mr. Liu Hongyu, Mr. Jimmy Kwok, Mr. Tse Kwok-leung, Mr. Chang Ka-mun, Ms Cathy Tang and Mr. Gordon Kee attended the luncheon discussion. Prof. Ni Pengfei (front row, 2nd right) gave a presentation on the report and explained the overall competitiveness of Hong Kong with the Foundation’s members and guests

Prof. Shen Jianfa from the Chinese University of Hong Kong commented on the findings about Hong Kong. The Foundation’s Executive Director Ms. Karen Tang, Prof. Ni Pengfei (left) and Prof. Shen Jianfa presented the report to Hong Kong media According to the Comprehensive Economic Competitiveness Index in 2017, the top ten cities are Shenzhen, Hong Kong, Shanghai, Taipei, Guangzhou, Beijing, Tianjin, Suzhou, Nanjing and Wuhan. They are all located in Pearl River Delta (PRD), Yangtze River Delta (YRD), Bohai Rim; and Hong Kong, Macao and Taiwan area, except Wuhan, which is in central China. This reflects the advantages of coastal area in development. Hong Kong tops the Livability Competitiveness Index. Hong Kong ranks high in quality education environment, good medical environment, green and ecological environment, and active economic environment. These contribute to the top ranking of the city. Hong Kong leads in Sustainable Competitiveness Index. Hong Kong’s economy maintains a good momentum of development in recent years. However, from a structural point of view, Hong Kong still faces major challenges in terms of technology innovation, industrial diversification and upgrading. In terms of spatial development, Hong Kong should embrace the Belt & Road Initiative (BRI) and undertake the roles of strategic node and core hub in the BRI. At the same time, Hong Kong should actively participate in the formation and development of the Guangzhou-Hong Kong-Macao Bay Area (GBA). Hong Kong should make good use of its advantages and grasp opportunities arising from science & innovation, the BRI and the GBA, in order to achieve sustainable development and strengthen its urban competitiveness. Before the press conference, the Foundation’s Council Member Dr. Roy Chung chaired a luncheon discussion where members of the Foundation and guests exchanged and shared their views on the report. 2017 China-U.S. Journalists Exchange

In an effort to enhance the understanding of China and Hong Kong by American media, since 1996 the Foundation has invited between six to eight American journalists each year to visit China and Hong Kong. The Foundation sponsored and organized their trip. With the support of the Ministry of Foreign Affairs of the PRC, the program enables the journalists to meet with senior central government officials in Beijing and local municipal officials in one of the second or third tier cities in China. 2017 China Urban Competitiveness Report (Hong Kong) Press Conference

The press conference of 2017 China Urban Competitiveness Report (Hong Kong) was held in Hong Kong on 26 June 2016. It was organized by the Better Hong Kong Foundation and co-organized by Center for City and Competitiveness of the Chinese Academy of Social Sciences and Hong Kong Institute of Asia-Pacific Studies of the Chinese University of Hong Kong. Led by Prof. Ni Pengfei of the Chinese Academy of Social Sciences, the theme of the 2017 Report is “Housing Price System: The Leverage and Trap of China in Transformation”, identifying the new property price system and revealing the new urban cluster pattern in the process of economic structural transformation in China. The press conference was chaired by the Foundation’s Executive Director Ms. Karen Tang where Prof. Ni gave a presentation on the report and further explained the overall competitiveness of Hong Kong and Prof. Shen Jianfa from the Chinese University of Hong Kong commented on the findings about Hong Kong. The Foundation’s Executive Director Ms. Karen Tang (middle), Prof. Ni Pengfei (left) and Prof. Shen Jianfa introduced this year’s report According to the Comprehensive Economic Competitiveness Index in 2016, the top ten cities are Shenzhen, Hong Kong, Shanghai, Taipei, Guangzhou, Tianjin, Beijing, Macao, Suzhou and Wuhan. Hong Kong is ranked second in the Comprehensive Economic Competitiveness Index. The sub-index of overall efficiency competitiveness is ranked after Macao and Taipei. High degree of agglomeration, streamlined business regulations, and good professional services are the contributing factors. The sub-index of overall incremental competitiveness is ranked 19th, up by 17 places from last year. Although potential markets have been located for the traditional industries where Hong Kong enjoys clear advantages, Hong Kong needs to develop new sources of growth by promoting new industries driven by innovation and hi-tech, facilitating the diversification and upgrading of industrial activities, and strengthening the foreign trade relations. Hong Kong tops the Livability Competitiveness Index and Sustainable Competitiveness Index, and needs to continue the progress of knowledge-based city development. Although Hong Kong is still a leader in these competitiveness indices, the city must be prepared in the context of the new global economy. Hong Kong should carry out economic restructuring and build itself a new-type global city in order to adapt to the new environment and grasp new opportunities. Concluding the press conference, Ms. Karen Tang, Executive Director of the Better Hong Kong Foundation commented that “I am glad to find that Hong Kong keeps its high competitiveness and has improved in the areas of economic growth, innovation, ecology, and social service mechanisms. In the context of new global, regional and national environments that are posting both challenges and opportunities to Hong Kong, we need to further advance Hong Kong’s capacity in economic, social, environmental, and regional development. With opportunities arising from the “One Belt One Road” and the Grand Bay Area initiatives, I believe that Hong Kong could elevate to a new height with sustainable development and competitiveness.” Before the press conference, the Foundation’s Executive Committee Chairman chaired a luncheon discussion where members of the Foundation and invited guests exchanged and shared their views on the report. Please refer to the PowerPoint presentation of the press conference for highlights of the report. A discussion luncheon chaired by the Foundation’s Committee Chairman Mr. Ronnie Chan (front row, 4th right) was held before the press conference

2016 China-U.S.

The Foundation also organizes meetings with key industry and business players, academic and research institutions and media people to broaden the participants’ network other than providing them an overview of the cities they visited. This year, the Foundation, in association with the All-China Journalists Association (ACJA) and the East-West Center organized the 7th China-U.S. Journalists Exchange program, as an expansion of the original Hong Kong Journalism Fellows program by adding the visit of the China journalists to the U.S. The theme of this year’s program is “Bridging the Gaps in Understanding between China and the United States”. A delegation of six senior U.S. journalists visited Beijing, Zhengzhou and Hong Kong from 17 – 28 September 2016 while five Chinese journalists visited Houston, Texas and Washington D.C. in the U.S. during the same period. After their respective study tours, all Chinese and American journalists met in Washington D.C. to report on their experiences and to exchange opinions on how media coverage of each country can be improved. Through direct dialogue with local authorities and communities in different areas and seeing the developments for themselves, the U.S. journalists gain a better understanding of the current situation and future development of Hong Kong and Mainland China.
